Jacob Seen

Profile: Jacob Seen has more than 40 year’s experience as an Emergency Manager at Disasters and Crisis, counter-terrorism, environmental issues and other emergencies.

Is working in the Safety Region Rotterdam-Rijnmond in the Netherlands as the Disaster and Crisis Manager of the Multidisciplinary Team of Emergency Services that consist of Governmental Organizations, Liaisons of the ministry of Defense, Private organizations and NGO’s at Emergencies, Disasters and Crisis;

2020 (February-March) was the Disaster and Crisis Manager COVID-19 in the Safely Region Rotterdam- Rijnmond in the Netherlands

2020 (March-June) was the Disaster and Crisis Manager COVID-19 at the National Operational Coordination Center COVID-19 in Zeist The Netherlands.

Is an:

  • Expert in developing and preparing multidisciplinary emergency- and crisis plans and procedures;
  • Operational advisor where political situations are involved;
  • Facilitator and trainer at National and Internationals lectures/courses, trainings en exercises
  • A project manager that can lead big projects

Based on the International (field) experience Jacob Seen is:

  • Since 2003 – present Involved in the United Nations Disaster Assessment and Coordination system (UNDAC Team member) for UN Office for the Coordination and Humanitarian Affairs (OCHA/ESB/ERSB – since 2004 a contract).
  • He has been involved in the coordination of 15 Humanitarian missions worldwide (These missions are: Earthquakes, Hurricanes, Typhoons, Floods, Disaster Risk Reduction Assessments ect.).
  • Facilitator/trainer/mentor at UN/UNDAC courses/trainings and exercises.
  • Since 2003 – present Staff and Support Group Commander in the USAR team of the Netherlands and involved 4 earthquake missions
  • Since 2007 – present supporting the Joint UNEP with the development of the Environmental assessment tools and training programmes
  • Member of several International Network Groups

International projects/activities:

  • 2005 – present: Support OCHA/ERSB with UNDAC training courses and International exercises. The last training course in the role as mentor/facilitator was the UNDAC Induction Course in 2018 in the Switzerland

 

  • 2007- 2016: Support the Joint UNEP with the development and update of the Flash Environmental Assessment Tool (FEAT)

 

  • Facilitator/trainer for OCHA/ Joint UNEP at Environmental Emergencies courses and trainings in:
    • Singapore for the Singapore Civil Defense Force (SCDF in 2009)
    • Washington DC in the USA for the Environmental Protection Agency (EPA in 2010)
    • Giglio in Italy for the UNDAC team members and Civil Protection Italy (2012)
    • Reykjavik Iceland for the UNDAC members (2013)
    • Salerno Italy for the Italian Civil Protection in conjunction with the European Union Civil Protection Mechanism at the EU TWIST Exercise in 2013

 

  • 2012-2013 JIP- project – Jordan- Israel and Palestine –table top and coordination exercise in Israel

  • 2015-2016 TRIMODEX project (EU tender) – Is a module exercises for medium/heavy USAR, USAR in CBRN conditions, TAST and experts of a EUCPT

 

  • 2015-2016 International Organization of Migration (IOM) – project to develop an Operational Guideliness for Mass Evacuations in Natural Disasters (Ops Guide MEND)

 

  • 2016 – The MICIC project from the International Organization of Migration (IOM) – The Migrants in Countries in Crisis (MICIC) project to review course material (8 modules) guiding principles and a compilation of effective practices on how to better protect and assist migrants in the event of an acute crisis

 

  • 2016 – (April – June) Project: Mass Evacuation in Natural Disasters (MEND) Preparedness Mission to be undertaken by the International Organization for Migration (IOM) jointly with the United Nations Disaster Assessment and Coordination (UNDAC) team as part of a wider project on evacuation preparedness (pre-mission – on-mission and post mission)

 

  • 2018 (February – July) project from of the Resilience Advisors. Trainer for the Incident Assessment and Risk Assessment course for the Disaster Organization AFAD in Turkey

 

  • 2019 (March-April) Organize for K1 Britannia Foundation the Disaster Response Training Course  in Sint Maarten, The Caribbean

 

  • 2019 (April – September) As member of the Prepared-International (PPI). International Emergency Preparedness and Response mission in Cabe Verde. This is a project for the World Bank
